Men are encouraged to wear suits with a shirt and tie and ladies to wear either a dress, skirt or trouser suit. It is entirely up to you if you want to wear a hat - some people like to get dressed up for the races.
At certain meetings, ie Royal Ascot and Derby Day it is compulsory for ladies to wear hats (or at least cover the crown of their head) when in the Royal Enclosure/Queen’s Stand.

I don’y know about the uk but in the us people dress nice and at the Kentucky Derby the ladies do wear hats.
